TechLetters #158 GDPR and AI/LLM; Manual Stuxnet delivery; Adversarial AI/ML; Misinformation top world risk?; China/Baidu exiting quantum computing development
Let’s talk about data processing for AI systems on the example of this GDPR complaint on OpenAI’s ChatGPT.
Security
How was the Stuxnet cyberweapon delivered to Iranian facilities? According to reports, 36-year-old Dutchman did this. This led to the sabotage-physical destruction of uranium enrichment centrifuges. If so, then it was a close-access cyber-operation. Two weeks after the main had a fatal motorcycle accident, the report says that it was an unconnected event.
Handbook of Adversarial Machine Learning. Good overview and a reference point.
US cybersecurity R&D priorities. Might not be so interesting but if in doubt, here it is.
How the Apple/iPhone AirDrop attack deanonymised Chinese users. The issue has a technical and a political dimension. iPhones are prone to contact discovery issue, “Apple may not view this as really being an issue”.
Misinformation/disinformation tops the Global Risks 2024 by World Economic Forum. The problem with such an assessment is that it may be obsolete. The problem is propaganda, which can be made with disinformation, misinformation, but also true information. The suspicion about not understanding the big picture is due to entitling the chart "False inormation". That is not the problem! Let's forget about "fake news" trap. Cybersecurity and AI-generated disinformation/misinformation flagged as important. About AI: "AI will boost cyber warfare capabilities, enabling entire offensive and defensive systems that could act autonomously, with unpredictable impacts. When it comes to kinetic, global and regional powers have invested heavily in developing AI-driven weapons systems" Full report.
UK-Ukraine agreement on security cooperation. A treaty. "the Participants will work together on ensuring a sustainable force capable of defending Ukraine now and deterring Russian aggression in the future, through the continued provision of security assistance and modern military equipment, across the land, air and sea, space and cyber domains – prioritising air defence, artillery and long-range firepower, armoured vehicles, and other key capabilities as required, such as combat air, and by promoting increased interoperability with Euro-Atlantic partners". “Participants will work on the implementation of a joint protocol for deterring and responding to cyberattacks by the Russian Federation, its satellites and proRussian hacker groups"
Privacy
US FTC against a data broker. Found to collect and sell location data of people.
Technology Policy
US Government report on cyber diplomacy. This is not "diplomacy made online". Cyberdiplomacy is about negotiation of treaties, norms, standards, etc. related to technology. The U.S. has whole branches of offices devoted to the topic.
Other
China's Baidu is exiting quantum computing area. This is the second big actor in China, after Alibaba, leaving quantum computing field. They likely prefer placing money elsewhere?
Apple is suing (appealing) the European Commission to the European Court of Justice. It disagrees with the "gatekeeper" designation as understood by the Digital Markets Act (DMA). There are more such cases, like TikTok’s. The DMA immediately went to the ECJ.
