TechLetters ☕️ Cyberattack on a critical Slovak State system. ICAO and CEPOL hacked. Privacy Sandbox Key-Value. It may be necessary to cancel the results of German elections?
Security
Cyberattack on the Slovak cadastral system (ÚGKK). Critical property data is inaccessible; some may be recoverable from paper records, but others could be irreversibly lost. Hackers demand a 7-figure ransom in USD. The consequences for the State and citizens may be dire: halted property transactions, legal disputes, and long-term chaos in land ownership records. The largest cyberattack in Slovak history just got more complex. The Slovak Prime Minister suggested it might have been "by Ukrainians," one theory under investigation. Insider collaboration is also suspected. Minister of Agriculture Richard Takáč confirmed the government discussed this. Some backups were in place. Cybersecurity is undeniably political.
The International Civil Aviation Organization (ICAO) hacked. Someone unauthorized accessed thousands of documents. International organizations are a particularly valuable target, for many reasons.
The EU Agency for Law Enforcement Training (CEPOL) hacked. 97 000 data breach notifications sent out.
Privacy
Protected Audience API key-value server specification. An element of the future ad technology aiming to have improved privacy properties (Privacy Sandbox). Interesting element of the potential future ad technology aiming to have improved privacy properties. Interestingly it has no privacy considerations (some elements of it are included in security considerations). https://privacysandbox.github.io/draft-ietf-protected-audience-key-value-service/draft-ietf-protected-audience-key-value-services.html
Technology Policy
Cancelling German elections on the table. Former EU commissioner Thierry Breton said that the cancellation of the Romanian elections due to irregularities sets a precedent and could be repeated in the German elections if justified. He also noted that there is adequate European law (DSA) to demand changes from digital platforms. "They did it in Romania, and of course, it will have to be done, if necessary, in Germany as well," he concluded, referring to the cancellation of the first round of the presidential election in December.
